Bazıları aşağı da sarkar biçimde, çeşitli mücevherlerle donatılmış; koni şeklinde bir şapkası varmış.From Redon:Zaza is a woman with long hair and four arms. Her body is transparent, and we can see that her interior is filled with water. She has a white ring/circle on her back (like Imu's, but without eyes, or Enel's). She wears a robe, and her face is covered with a veil that only reveals her eyes. She also wears a conical hat decorated with jewels (several of them hanging from the hat).

…as I said, that phrase wasn’t completely accurate, because it’s not the ‘World Government’ itself that fears the ‘Rain Deity Zaza.’ The ones who truly fear Zaza are the ‘Tenryuubito’ (Celestial Dragons) like Sommers and Killingham.
And why? Well, think about where the Tenryuubito live and you’ll find the answer.
